Special communiqué on the need to end the economic, commercial and financial blockade imposed on Cuba by the government of the United States of America, including the application of the so-called Helms-Burton Act

CONSIDERING the references to the issue in question in declarations by previous Ibero-American Heads of State and Government Summits.

Once again we reaffirm that in defense of the free exchange and transparent practice of international trade, we find unacceptable the application of unilateral coercive measures that affect the well-being of the peoples and obstruct the processes of integration.

We reiterate our most energetic rejection of the application of legislation and measures contrary to international law such as the Helms-Burton Act, and we urge the government of the United States of America to cease its implementation.

We ask the government of the United States of America to comply with what has been stipulated in 13 successive resolutions approved by the United Nations General Assembly and to put an end to the economic, commercial and financial blockade that it maintains against Cuba.

We particularly ask the United States government to immediately cease the application of measures adopted over the last two years with the goal of intensifying and deepening the impact of its policy of economic, commercial and financial blockade of Cuba.
