Italian Communists Support UNIFIL Mission, Call for Political Solution to ME Crisis

Declaration of the National Secretary of Party of Communist Refoundation

1. The Direction of PRC expresses its agreement with the opinion of the National Secretary of PRC and of the parliamentary groups regarding the sending of a military force of our country to South Lebanon, being part of an international mission based on the recent UN Resolution.

2. From the beginning of this disastrous war, we have established as a priority the achievement of a cease fire to stop the trail of death and destruction caused by the bombings and other kind armament used on the conflict, that have caused victims, mostly civilians.

We have claimed the withdrawal of Israeli troops from Lebanese occupied territory, respect and guarantees for Israel's security, rights, freedom and independency for the peoples and the States of the region.

3. The UN Resolution, that has been accepted by both belligerent parts and by the Lebanese government, the sending of an international interposition presence, as well as the recovery of legitimate control and total political sovereignty by the Lebanese authorities, can represent the premise for a new stage.

This is mission, unlike other military missions abroad, should not take part in the conflict; it should only have an interposition role that doesn't question Lebanon's sovereignty and it shouldn't intend the disarm of Hezbollah.

4. Naturally, the situation should be checked and monitorized on the field; probably there will be risks and difficulties. We will never agree with attitudes of big militarist power.

For the first time after a long time, the unilateralism and the choice of preventive war as an instrument of domination (that in contrast with its proclaims, provokes new and deeper crises and instability and feeds terrorism) have been interrupted.

It should be chosen a multilateral approach, the UN should recover its leadership role and Europe should start to assume an autonomous initiative.

This is not enough to talk about the end of a phase, but it surely allows to launch a new stage.

Now, the highest efforts of the International Community and of our country in special, should be directed to the reconstruction of the country, to the support of the civil society and to the intensification of international cooperation.

5. The internationalization of the Lebanon conflict and the intervention of interposition forces as an instrument to interrupt the war, to favour dialog and to open the possibility of a path of peace guaranteed for all the parts in conflict, also represent a way to face the nuclear problem of Middle East: the israelo-palestinian conflict.

The creation of a Palestinian independent State, the withdrawal of Israel from Gaza and the occupied territories in Cisjordania within the borders of 1967, a established by the UN resolutions, guarantees for Israel's security, the demolition of the wall of 'separation and apartheid', represent the basic points for a path of peace for a solution of the conflict based on the formula 'two States for two people'.

A new international approach that may overcome the unilateralism, a big plan for support, aid and direct cooperation with civil society, the sending of interposition forces under UN's command in Gaza and Cisjordania, also for the protection of civilians, may represent the necessary turning point.

In this context, we considerate very positively the constitution of a new government of national concentration in Palestine. This is a very important novelty that should reopen the path for dialogue and for a political process.

Italy and Europe should work at this objective and for the end of the siege of Gaza and for the abolition of the international embargo for months suffered by Palestinian people.

The liberation of soldier Shalit, as well as the liberation of Palestinian prisoners, among which parlamentaries and members of the government, are some of the necessary conditions that should be achieved to create a new climate.

6. We are engaged in the resumption of a huge mobilization against war, for peace and for the withdrawal of the war scenaries; a mobilisation that should have among its central points the Palestinian problem and its solution based on the formula 'two States for two people'. We will assume the commitment of the announcement of a national demonstration before the end of the year.
